Any of the following persons shall be deemed ineligible to be nominated or elected as a member of the Council or to continue as a member:-
(a) Non-Nepali citizen,

(b) whose name has been removed from the registration book,

(c) found guilty by the court of a criminal charge showing moral turpitude,

(d) M.B.B.S. or similar or B.D.S. Or not completed five years from the date of obtaining the equivalent degree. But the disqualification prescribed in this section shall apply only to the member elected in accordance with clause (f) of sub-section (1) of section 4
